In 2016, my students and I drafted a Marijuana Control Bill as part of legislative drafting course work. There has been growing debate whether Marijuana should be legalised or decriminalised in Kenya. I have posted a refined version of the Bill here to enrich this debate.
It is important to note that the Bill is not an official document.

If passed it will be a blessing to the ganja farmers and big development to those poor families
No sense in requiring a license for recreational use. Better if private use is decriminalised
